About a year ago, on January 5, 2016, President of the Russian Federation Vladimir Putin signed a Decree on holding the Year of Ecology , which became the coming year 2017. For its implementation, the Government of the Russian Federation was entrusted with the development and approval of a plan of key measures, and the executive authorities of the constituent entities of the Russian Federation were recommended to carry out the necessary measures. The budget of the Year of Ecology exceeded 347 billion rubles. What are Russia's environmental plans for the coming year?

the discussion that took place in mid-December are planned for 2017 in the following environmental areas:

  • Development of a waste management system:
    • Reform of the waste recycling system : already from January 1, 2017, garbage had to be collected, transported, processed and disposed of, taking into account the origin, volume, type of danger, etc., however, in the coming year, the reform will be implemented only in 12 pilot regions. Its full implementation has been postponed until January 1, 2019, although some officials insist on its more rapid implementation, at least in those entities where waste management schemes have been approved (there are already 65 of them).
    • The fight against spontaneous garbage dumps, the total number of which in the country now exceeds 20 thousand. To do this, it will be possible to report an illegal landfill on the Internet, and the Ministry of Natural Resources will create a "people's" map of landfills.
    • Liquidation of landfills in some regions (Tula and Lipetsk regions, St. Petersburg and Cheboksary), as well as the reclamation of old landfills (solid household waste) in others (Moscow, Bryansk, Novgorod and Nizhny Novgorod regions, Murmansk and its region, Karachay-Cherkessia, Crimea, Buryatia, Chelyabinsk).
    • Construction of 6 waste processing plants (Tyumen, Saratov and Volgograd regions) and 6 waste incineration plants (Moscow region, Tatarstan, Buryatia).
    • Implementation of a collection system for mercury-containing waste and batteries.
    • Organization of processing of obsolete pesticides (Altai Territory) and their storage (Pskov Region). as well as storage of especially hazardous waste of I-III classes (Murmansk region).
  • Conservation of natural resources:
    • Protection of Lake Baikal (construction of several landfills to solve problems with garbage; in Severobaikalsk and other cities - the construction of facilities for the treatment of domestic wastewater, leading to eutrophication of the lake).
    • Restoration of the Volga ecosystem.
    • Pilot project in the Irkutsk region on the marking of harvested wood to protect the region from illegal deforestation .
  • Elimination of accumulated environmental damage:
    • Elimination of the consequences of environmental pollution by oil in Tatarstan, Chechnya and Buryatia.
    • Elimination of human "footprints" in the Arctic.
  • Technical re-equipment of industrial and energy facilities (in Norilsk, Chelyabinsk, Surgut, Krasnoyarsk, Omsk and other cities), as well as the development of reference books on the best available technologies (BAT) for various sectors of the economy, helping to reduce the negative impact on the environment.
  • Creation of 11 new and expansion of 2 specially protected natural areas (PAs) of federal significance (Russian Arctic National Park and the Caucasian State Biosphere Reserve), as well as holding similar events at the regional level.
  • Animal protection:
    • Adoption of a law on the responsible treatment of animals.
    • Creation of centers for breeding rare species of animals (Far Eastern leopard, saiga, Amur tiger) and reconstruction of the Russian Falconry Center.
    • Release of the updated Red Data Book of Russia.

This is not a complete list of events that will take place in the coming year of ecology in Russia, but those main areas that are known from official sources and which allow us to see the general environmental prospects and trends in the country. We hope that all of them will be implemented and expanded with other useful initiatives both at the federal and regional levels.
