At the end of last week, Russia approved an official list of goods and packaging, after the use of which biodegradable waste is generated. The regulation is intended to provide economic incentives for the use of biodegradable materials.

The Ministry of Natural Resources of the Russian Federation, supporting the amendments to the federal law “On Production and Consumption Wastes”, approved “a list of finished goods and types of packaging, after the loss of consumer properties of which waste is formed, represented by biodegradable materials.” The definition is given as follows:

Waste represented by biodegradable materials in the List means finished goods, packaging made or consisting of materials of natural origin (natural fabrics - cotton, linen, wool, silk; cellulose products). The decomposition time of such materials is short. Therefore, when they enter the environment, the negative impact on it is minimal or completely absent.

Products that fall under this definition will be subject to tax incentives because they do not (or minimize) negative environmental impacts. As you can see, the widespread (for example, among manufacturers of garbage bags) “biodegradable plastic” is not on this list, which is confirmed by data from scientists around the world.

We hope that the adopted order will be another reason for manufacturers to think about the materials used to package their goods.
